"Peace First" on the Korean Peninsula.

 

 

​Introducing a peace regime to the peninsula is the essential task at this stage.

​

The cease-fire regime has been in place for too long a time. Now it has to be replaced, by signing a peace treaty and promoting exchange and cooperation.

​

Let us not think of peace merely as a means for the reunification. It should be seen as an ultimate end in itself.

 

I will certainly have another occasion to talk about the reunification itself, but I daresay that we will find in a peace regime almost all the values of the reunification.

 

The peace will free the North from military burdens to concentrate on economic development. Then the reunification is bound to follow, any time, anyhow. Exactly when and how, I do not care so much.

 

한반도, 궁극의 평화

현 단계에서는 한반도에 평화체제를 정착시키는 것이 문제의 핵심입니다.

세계역사에 유례가 없는 장기간의 휴전체제를 종식 시키고 교류 협력 과정을 활성화하는 것, 그리고 평화 협정체결과 평화 구조의 정착이 기본이라 라고 봅니다.

그것은 일차 적인 문제가 아니라 궁극적인 문제라고 봅니다.

물론 통일 문제에 대해서 이야기할 기회가 있으리라고 생각합니다만, 통일에 이르는 전 과제를 100이라고 가정한다면 이 평화구조의 정착이 전체의 90을 차지한다고 해도 과언이 아닙니다.

이것 만 되면 평화 구조가 정착되어 북한의 군사비 부담을 덜어 주고 자력으로 경제문제를 몰두할 수 있는 구조만 만들어지면 통일은 어떤 과정을 밟아 언제 이루어지든 그렇게 중요하지 않다고 할 수 있습니다.
