Avalokitesvara Bodhisattva, or the Goddess of Mercy, was called in East Asia(China, Korea and Japan) by the name 'Kwan-se-eum(觀世音)', meaning 'the seer of world sounds'. To be able to see all the sounds of the world, she is believed to have many eyes. She is said to have one thousand hands with an eye on each of them[千手千眼]. With so many eyes, she must be the wisest of all beings.

The information-oriented change of the world tells us that information is the source of power. But to the Bodhisattva of Mercy, there is no such thing as information. There are only sounds, sounds uttered by some beings. Signals that summon her to their sources. It is understandable that she has eyes on her hands.
